Offline citations

SmartCite plugin requires internet connection to work, but there are many occasions when connection is not available and yet people may work on a paper and need to access citations. I'm confident that the (upcoming?) desktop app will make papers available offline, nevertheless it would be great if SmartCite could be used without network access, possibly with a local cache kept in sync.
