It would be important to show URLs for other types of documents. Books, reports, policy briefs, patents, legislation, blog posts, are all examples of references that could show the URL in the list, in case it is available. For journal articles, it is also important to show URLs in case no DOI is found (ex: some of the older literature does not have DOIs, but a permanent link is offered by the publishers instead).
